The Federation Council at a meeting on February 22 plans to consider a law on the termination of international treaties of the Council of Europe with respect to Russia. According to RIA Novosti, this was stated by the vice-speaker of the Federation Council Konstantin Kosachev.
Kosachev was asked whether the upper house was going to consider this law at a meeting on February 22. “Of course,” Kosachev replied.
On February 21, it is planned to announce the message of President Vladimir Putin to the Federal Assembly.
The law concerns such agreements as the Convention for the Protection of Human Rights and Fundamental Freedoms, the Convention for the Suppression of Terrorism, the Charter of the Council of Europe and a number of others, follows from the text of the document. Today the bill was adopted by the State Duma. It was introduced by Russian President Vladimir Putin.
On February 25, 2022, immediately after the start of the special military operation in Ukraine, the Council of Europe decided to suspend Russia’s representation in the statutory bodies of the Council of Europe – the Parliamentary Assembly and the Committee of Ministers.
In response, Russia terminated its membership in the Council of Europe. On March 15, Vice Speaker of the State Duma Pyotr Tolstoy announced that Foreign Minister Sergei Lavrov handed over to the Secretary General of the Council of Europe Moscow’s decision on Russia’s withdrawal from the organization. The next day, the Committee of Ministers of the Council of Europe decided to terminate its membership.
