Since Monday, November 8, the Metropolitan Transit Agency (AMT) began the penalties for drivers who do not respect the “pico y placa” vehicle restriction plan.
This measure prevents vehicle access to the urban area of Quito from 05:00 to 10:00 and from 16:00 to 21:00. The restriction is applied according to the last digit of the plates, from Monday to Friday.
Since November 8, the date on which the controls began, until November 12, after the first application time (from 05:00 to 10:00), 643 offenders were registered.

If I am leaving on one of the roads in Quito and the restriction time arrives, can I be allowed to leave or will the car be detained?
If the vehicle is circulating within the restriction perimeter and at the prohibited times, it will be sanctioned and transferred to one of the Vehicle Retention Centers, in accordance with the current resolutions.
Are taxis and delivery services still subject to the Pico y Placa?
Yes, based on the resolutions, taxis and motorcycles used for the “home delivery” service must be subject to the vehicle restriction.
Does the school transport not have free mobility either?
Commercial transport (school, institutional, tourist) is exempt from the Pico y Placa vehicle restriction.
Can a doctor, policeman or military move freely during Pico y Placa with his private vehicle?
Only the following vehicles are exempt.
- Officers of the President and Vice President of the Republic.
- Officials of the Diplomatic and Consular Corps accredited to the National Government.
- Transportation of people with disabilities.
- Driven by seniors.
- For emergencies: public or private ambulances, motor-driven and / or rescue vehicles of the Fire Department and vehicles of the National Police in compliance with their specific mission and rescue or social assistance vehicles.

Where will my vehicle be taken if it was detained for violating the Pico y Placa?
If during the control operations, the Civil Traffic Officers identify a vehicle that violates the restriction, it will be transferred to one of the nine Vehicle Retention Centers located in:
- Carapungo
- The ‘Y’
- Gualaquiza
- The Blocks 1
- The Blocks 2
- Rumichaca
- Bicentennial 1
- Bicentennial 2
- Coca River
What documents must I present to collect my vehicle when it was held by the Pico y Placa?
To release a vehicle held by “Pico y Placa” the following requirements must be met.
- Two copies and original of the payment of the administrative penalty.
- Two copies and original of the vehicle registration.
- Two copies of the owner’s identity card, in the case of a company, the RUC and the appointment of manager.
- If the release is carried out by a third person, you must present a duly notarized power of attorney or the purchase and sale contract.
- If the vehicle was towed, the corresponding amount must be paid for this particular service.

What are the fines to pay for disobeying the Peak and Plate restriction?
Based on those established in the Municipal Code, the sanctions are:
- First time 15% SBU ($ 60)
- Second time 25% SBU ($100)
- Third time 50% SBU ($ 200)
What happens if there is a fourth time that the Pico y Placa is violated?
If a driver breaches the vehicle restriction for the fourth time or more, he must pay 50% of the SBU ($ 200).
