Since then, a stage of requests to the different authorities began without finding favorable responses. Now under the administration of Santiago Guarderas, the civil servants appeal to the speed of procedures and the attention of their requests.
From the November 10 to 15, the Municipality of Quito carries out a survey for workers who agree with the “Purchase of voluntary resignation with compensation”. This would only apply to officials who have been permanently appointed to their position, regardless of how long they have been in office.
Christian Vásquez, representative of Municipal Public Servants, pointed out that the survey is restrictive, since not all workers have access to their institutional mail. Also, questions could be answered only in computers registered in the Municipality, not on mobile devices or other computers.
“It was necessary to explain and clarify to certain colleagues how to handle the survey and the entire process in a correct and technical way. We need it to be more open so that officials can access, otherwise it will not be possible to have the feelings of all ”, emphasized Vásquez
He also criticized that at the end of said survey a message appears with the following message: “Surveys that have the Acceptance by the servers will be validated after analysis by the Technical Commission that is designated for the effect ”. This would have generated uncertainty in people by not knowing who will be the ones who will analyze their orders.

Regarding the benefit that it would mean for the future budget of the municipal institution, Christian Vásquez explained that it would mean a savings close to $ 27 million. This, taking into account that $ 40 million will not be paid for salaries of the people who would leave the Municipality. In addition, it would be the first way to reduce the near 22,000 municipal workers that currently exist.

“That is why the technical analysis is necessary, because there are charges that cannot be eliminated,” he added.
Del Pozo stressed that this voluntary purchase of resignations It will help to subtract the current expenditure of the Municipality, which is estimated to cover about 40% of the budget. For 2022 a budget of $ 734 million is estimated, that is, $ 294 million would be used only to pay salaries and administrative expenses.
