The elected mayor of Azogues, Javier Serrano, carries politics in his DNA thanks to the inheritance of his father, Segundo Serrano, a renowned politician in the province of Cañar for having been mayor and deputy.

In this 2023 he won the election with a difference of five points over his follower and announced that his first action after taking office will be to repeal some taxes.

Before running for mayor, Serrano was an urban councilor for two consecutive terms and considers that his father’s image was helpful during the electoral campaign, since on the one hand, those over 50 years of age recognized him and linked him, and that he harmonized it with a social media campaign to capture new voters.

“I am not leaving the Prefecture in debt, but healthy,” says Susana González upon resuming her duties

Another coincidence is that both are convinced members of the Socialist Party and their entire political life has been under that banner. For example, the deputations of Segundo Serrano between 1986 and 1992, the mayors between 1992 and 2000, as well as the deputation between 2003 and 2007, reached list 17.

Similarly, Javier held his two urban council positions with the same party, but the difference with the current election was that he participated in an alliance with the Revolución Ciudadana movement from Correista.

But Javier’s similarities with his father are several, for example, both are lawyers and they like social communication, particularly the radio, and they have served mainly as presenters for news and opinion spaces.

Once the impasse was overcome in the Delegation of the National Electoral Council (CNE) of Cañar, where due to a printing error in the tally sheet their votes were awarded to another candidate, Serrano won with 12,174 valid votes, that is, 27.25%. of citizen preference and 4.11 percentage points over Rommel Sarmiento, mayor who tried to be re-elected, but came in second place.

He affirmed that his first action as mayor will be to eliminate some taxes that he considers illegal, such as the special contribution for improvements for the resurfacing of Avenida 16 de Abril, but also to generate a more agile Municipality in terms of procedures.

It will also stop a contract signed between the current administration and a private company for the placement of speed cameras because, according to what he said, “it has been generated by hand illegally without the approval of the Cantonal Council, without a technical study or a socialization.”

A second step will be to meet with the seven elected councilors to generate plans and projects that favor the majority of Azogüeños and for that he says that he will apply a simple recipe such as respecting their functions, a situation that, from his experience, was not met with the mayor. outgoing.

But it will also give priority to internal issues that concern the people of Azogues, such as insecurity, unemployment, and boosting agricultural and livestock activity in the area, which ultimately leads to a massive migration of residents, especially to the United States and irregular, without a visa and paying high sums of money to the so-called coyotes.

This Wednesday morning he met with his elected colleague in Cuenca, Cristian Zamora, with whom he talked about creating community projects in order to think about regional development on various issues such as tourism or roads, especially for this last aspect to which described as “disastrous”, because in recent years the roads that cross these towns have been in poor condition.
