The authorities of Kazakhstan have changed the rules for issuing a permanent residence permit (RPP) for foreigners, including citizens of the Russian Federation. According to the Ministry of Internal Affairs of Kazakhstan, in order to obtain a residence permit, foreigners must now present a passport. Previously, citizens of the Russian Federation could apply for a residence permit on a Russian passport.
According to the new rules, in order to apply for a permanent residence permit, citizens of other states must present a foreign passport, the validity of which will be at least 180 calendar days on the day of submission. The Ministry of Internal Affairs added that in order to obtain a temporary residence permit, which, unlike a residence permit, is issued not for ten years, but for one year, the owner of the housing where the foreigner intends to settle, or a person acting on his behalf must be present together with the applicant by proxy, or a notarized consent of the owner must be submitted.
The department explained that these measures are needed to exclude the possibility of registration of foreigners at non-existent addresses, as well as at addresses that are not related to the applicants.
Recall that in January the government of Kazakhstan changed the rules for the entry and stay of foreigners in the republic. According to the new procedure, which came into effect on January 27, citizens of the member countries of the Eurasian Economic Union, including Russians, can stay in Kazakhstan for no more than 90 days within a 180-day period. The Ministry of Internal Affairs of the republic explained that this is necessary for foreigners to comply with migration laws.
