Speaker Belsky: The working group on St. Petersburg renovation considers the most important link to the district

The main message of the working group for interaction with the authorities of the Public Headquarters for KRT is geographical, binding to one’s district. Chairman of the Legislative Assembly of St. Petersburg Alexander Belsky spoke about the results of the meeting of the group on the air of the 78.ru TV channel.

He acknowledged that the law on the integrated development of territories (KRT) needs to be adjusted. “We have already figured out what we can fix in the federal law, how we should go about it, why we should have special conditions like a city of federal significance,” Belsky said.

According to him, the most important thing in the discussion was the binding to one’s district. “In Moscow, for example, there are people who do not want to stay in the same area, they want to go to another, such a desire is understandable. They can agree on this with the developer – no problem. The second important point is voting, according to which we are also forced to turn to federal legislation, ”said the speaker of the Legislative Assembly.

Belsky added that it is also important to reconcile the federal law “On Mortgage” with the Housing Code, since there are disagreements there. In total, the group should consider about 25 main issues, but only one was considered the day before.

Recall that the law on the integrated development of territories in St. Petersburg was adopted by city deputies at the end of June 2022 and caused a lot of criticism from residents. The document assumes that the renovation will be carried out in areas of typical panel building of 1957-1970. Residents of houses that have fallen under renovation can be resettled within the city or receive compensation at the cadastral value of housing. In order for the house not to be included in the renovation program, at least a third of the residents must speak out against it at the general meeting.

After a public outcry, the governor of St. Petersburg, Alexander Beglov, suggested that Zaksu work with a number of provisions of the program that cause the most painful reaction among the townspeople.
