Repealing, updating or reforming the drug consumption table is to be defined in a technical commission between the Executive and legislators

The Executive will set up a technical discussion table next week with the Anti-Corruption Parliamentary Front to define whether the drug table is updated, reformed or repealed, as a response to reduce micro-trafficking in the country.

At the same time, a mining technical committee will be installed whose objective is to find tools that allow the control and eradication of illegal mining, which, according to this political sector, is a breeding ground for drug trafficking, drug laundering and organized crime actions. A mining census is proposed.

The decision to set up these two technical tables was consecrated this week, when the Minister of Government, Francisco Jiménez, went to the National Assembly to specify the commitment to start the work of debates external to the task carried out by the National Assembly, to which Any citizen and legislator who wants to contribute to these two issues can join.

The Anti-Corruption Parliamentary Front, for the moment, is made up of fourteen assembly members who belong to the Pachakutik, ruling party and independent sectors. Assembly members of the Social Christian Party, Union for Hope and the Democratic Left do not participate in this group.

The coordination from the Executive for these technical tables will be in charge of the Secretariat of Public Security, which will articulate actions with the ministries of Government, Health, Mining and Agriculture.

The Minister of Government, Francisco Jiménez, considers that the table of drugs is obsolete, and that is taking its toll; For this reason, he said that it must be reformed, and for that, joint Executive-Legislative work is necessary, in order to develop the technical work and reach a solution.

He indicated that, in illegal mining, the Government will provide the information that the technical table will require to advance in this complex problem.

Legislator Fernando Villavicencio (CN-PSE) He recalled that the drug table was created during the government of Rafael Correa, in 2014; that it is obsolete and does not technically respond to a reality in the country; and that dozens of lethal mixtures have been created that are consumed by young people.

For Villavicencio, the table of drug consumption must be eliminated and, in exchange, a technical, medical and clinical registry of consumers must be built. “The country does not want a table to persecute consumers, but a public health project that defends consumers, that guarantees that there will be no persecution,” he said.

Regarding illegal mining, he warned that there is evidence that illegal mining is financed by drug trafficking, and this in turn finances the candidates for popular elections.

Ricardo Vanegas, from the Pachakutik movement, He pointed out that the drug table in force since 2018 does not reflect what is currently happening in the country, because there are drugs that are not mentioned in that table; and, furthermore, it has not been technically analyzed that the consumer will need not one gram daily, but maybe five; therefore, the policies of the Ministries of Health and Education must be reviewed and agreed upon.

The national legislator said that it is clear that the table of drug consumption cannot be eliminated, because that would mean impunity, but the consumer cannot be criminalized either; and to those who are consumers, the Government must give them the facilities to be treated in hospitals, and that a “cadastre or registry of consumers in Ecuador” be made.

The technical commission, added the national legislator, will have as its purpose that people who are sick and consumers receive care from the State.

Pedro Velasco, a member of the Parliamentary Front, clarified that this sector will not allow people who are facing a public health problem to be criminalized. (YO)
