A second debate on the bill that creates the University of Citizen Security and Police Sciences

The National Assembly, in plenary session 778, made possible the process in the first debate of the bill that creates the University of Citizen Security and Police Sciences, which will begin with three careers related to criminal investigation, security and intelligence.

The institution, according to the text, will have its own legal status, will not be for profit and will have academic, administrative, economic, financial, and organic autonomy, with public assets.

This higher institution, if approved in the second debate, will train professionals who develop knowledge in comprehensive security and will be part of citizen security agencies.

The university will begin its activities with three majors: Bachelor’s Degree in Criminal and Forensic Investigation, Bachelor’s Degree in Citizen Security Management and Bachelor’s Degree in Strategic and Prospective Intelligence.

The financing will come from the distribution of the Permanent Development Fund, it will have its headquarters in Quito.

Regarding the designation of its authorities, this will be a competence of the General Command of the National Police and will be subject to what is determined by the Organic Law of Higher Education and the statute of the university.

The bill was presented by legislator Rocío Guanoluisa, from the Democratic Left, and what it seeks is the constitution of an inclusive university, inclusive and open to all Ecuadorian society, which will strengthen respect for human rights, the environment, to democracy and to an intercultural and plurinational State.

The entrance to the training of high school graduates will be universal under the principle of gratuity, alleviating the student demand for access to higher education that is currently in deficit, indicates the proposal.

The creation of this university will not necessarily respond to solving the current high rates of crime and violence within the national territory, since this activity and constitutional and private responsibility corresponds in part to the National Police; Rather, one of their roles is to provide their teachers with training and competencies as knowledge-generating entities with a focus on State security.

Creating a specialized university hopes to become a benchmark in the generation of evidence-based research, the development of plans, programs and projects that identify problems and formulate solutions not only for police issues, but also for citizen security in collaboration with government agencies, higher education institutions, institutes, research centers and other national and international organizations.

The creation of this university is preceded by its reference in the fifteenth transitory provision of the Organic Code for Citizen Security and Public Order Entities, in which it generates the need for a higher education institution with the name of University of Citizen Security and Police Sciences.

The Education Commission will be in charge of receiving the observations submitted by the legislators and the authorities of the National Police. (YO)
