Legislators do not know who they will take over as alternate counselors of the CPCCS

Not all legislators summoned to plenary session 822, on December 5, 2022, know the names of the substitute councilors of the Council for Citizen Participation and Social Control (CPCCS) who will take office before the National Assembly, whose ceremony is scheduled for 19:00.

It turned out that the three people who were invited to connect electronically to take office as substitute directors would be Gina María Aguilar Ochoa, Graciela Viviana Morales Ramírez and Aland Molestina Malta.

Alternate counselor Carlos Figueroa was not summoned to take office and this December 5 he requested information from the general secretariat of the Assembly on the reasons for his exclusion. Taking into account the official letter sent by the National Electoral Council (CNE), on November 21, the next counselor who should take office is Figueroa.

This is the third call made by the president of the National Assembly, Virgilio Saquicela, to appoint the CPCCS advisors; in the first attempt, none of those summoned appeared, and in the second moment the substitute Olindo Nastacuaz, representing the peoples and nationalities, was connected, due to the fact that Jaime Chugchilán resigned from office.

The names of the substitute councilors of the CPCCS who will take office before the plenary session of Parliament are a mystery, nobody knows who they are, said legislator Ricardo Vanegas, from the Pachakutik bench, who warned that some abuses have been committed in this process.

The vice president of the CPCCS, María Fernanda Rivadeneira, also does not know who the Assembly will appoint as substitutes for the Council, but said that the Legislative Branch must respect the legitimate decisions of the competent authority.

He recalled that the four councilors Hernán Ulloa, María Fernanda Rivadeneira, Ibeth Estupiñán and Francisco Bravo, a constitutional judge granted similar precautionary measures and with the same hierarchy, regulations and execution that were granted to the former Vice President of the Republic Jorge Glas. Therefore, he added, there is no difference if some precautionary measures are complied with and others are not; “All judicial decisions must be respected and complied with,” he noted.

He commented that three of the four directors of the current majority of the CPCCS, and two more of the minority, will have to be absent from the first week of January 2023 until February 5, because the five current directors are candidates for re-election of the Council of Citizen Participation, and only for that case substitute councilors are needed, so that they become principals, when the principals request a license for the upcoming electoral process.

Rivadeneira stated that the fact that Parliament carries out an unconstitutional impeachment process without observing due process and the legitimate right to defense, violating human rights, has only one intention: to take the designation of authorities, “they want to take by assault the designation of comptroller, public defender, ombudsman, National Electoral Council, Electoral Contentious Tribunal, that is, everything and in an arbitrary manner.”

Counselor Rivadeneira stressed that she does not know the names of the alternate counselors that the National Assembly plans to take office on December 5, and stated that not making the information transparent is already a symptom that things are not being done well. Information is not private, it should be public, she replied,

“We are not going to lend ourselves to political manipulation, here we are citizens, and we will defend citizen power from all dark powers; there will be no interference to designate authorities, the authorities will be those that are technical and transparent, not from families, not from the uncle, or from a legislative bench or from political parties,” the official pointed out.

Alternate counselor Carlos Figueroa revealed that until 2:00 p.m. on December 5, when he received his email, there was no invitation or notification to take office before the Assembly. “In strict order, I am a substitute that must be taken over,” Figueroa claimed.

He said that he did not attend the first call made by the Assembly to take office because he had previously acquired professional commitments; but he commented that all this framework that exists around the CPCCS substitute possessions has only one intention, “they are trying to achieve a majority, which at the moment is elusive, and that is why there is a desperate performance, even more so when they leave some councilors up for re-election”.

What they want to do, he added, is to appoint a president of the CPCCS, who is totally “servile” to those who have a majority in the Assembly.

He regretted that around the CPCCS a very large and terrible political problem has been unleashed where there are intentions to manage the Citizen Participation Council for the contests that are pending.

Figueroa warns that “they want to do something these days, because some main vocals have to be absent while they face new elections for their re-election.” (YO)
