Buddleias should be planted in the ground in a sunny place, i.e. one that is well exposed to sunlight most of the day, because they bloom best in such a place. Avoid very windy locations as long branches can break off in summer winds and swing the entire shrub around, opening a gap in the soil around the base, exposing the roots. Buddleias can be planted at any time of year, but planting in spring will be the best time as warm, moist conditions will help them become established.
