Mr. Eugeniusz Samojłow has been experiencing a real nightmare for six years. His case was publicized in Polsat’s “Interwencja” at the end of April 2024. The 34-year-old man cannot leave Poland, open a bank account, obtain a driving license or take up a job, therefore doesn’t make money.

Mr. Eugeniusz couldn’t get married because, as he says, “formally he doesn’t exist.” He is not listed in the Polish system and there is no document that would confirm his identity. He has been imprisoned in Poland since 2017, without civil rights.

The man lives in Wrocław. He came to Poland from Ukraine as a small child. He was still a citizen of the USSR at that time. When the Soviet Union collapsed, the documents confirming Mr. Eugene’s identity became invalid. Mr. Eugeniusz finished primary school, junior high school and studied philosophy at the University of Wrocław. Until 2017, he had a temporary residence permit in Poland. When this deadline expired, he applied for long-term resident status in the European Union. That’s when it all started.

– said the 34-year-old in the Polsat program. His cousin added that Mr. Eugeniusz “has nothing to live on” and “must rely on family support.” – Because he cannot receive decisions from officials, my brother is deprived of his civil rights – he said.

The officials did not want to grant Mr. Eugeniusz resident status until he provided proof of his current earnings. However, no one employed the man because – in practice – he is in Poland illegally.

The case was taken up by the court. In November 2023, he issued a judgment changing the officials’ decision. He obliged them to grant him resident status within 60 days. In reality, however, it did nothing. The officials required him to provide a certificate until May 2024, which he was physically unable to provide.

– said Mr. Eugeniusz. Despite the court’s clear decision, officials still refused him. Everything changed thanks to the “Interwencja” program, as soon as the cameras entered the Lower Silesian Voivodeship Office. Suddenly, something that had been a problem for the last few years was solved almost instantly. Polsat journalists received a document confirming Mr. Eugeniusz’s EU resident status. Reporters then handed it to the overjoyed 34-year-old. – Someone in our company made a mistake, for which we apologize, because they should read the judgment and comply without discussion – explained the representative of the office. He argued that an internal investigation would be initiated into the case.
