Polish Television is facing the consequences of the revolutionary changes that began at the end of 2023. The National Broadcasting Council has suspended subscription payments to the station until the legal situation of the company, which is currently in liquidation, is clarified. Subcontractors will be particularly affected by this, as some of them will not receive their payments.

The atmosphere is constantly getting thicker. After the revolutionary changes started on December 20, 2023 by the Minister of Culture and National Heritage, Bartłomiej Sienkiewicz, the company was put into liquidation. Now it turns out that the station will not process the invoices of some subcontractors either. What is the reason?

According to reports, Daniel Gorgosz, responsible for the liquidation of the company, submitted a pre-court summons demanding a transfer of almost PLN 38.8 million for the so-called subscription forecast. However, everything indicates that for now the station will not receive the requested amount. Already a month earlier, citing the “legal chaos that occurred in public entities after the decision made by the Minister of Culture”, Maciej Świrski, who heads the National Broadcasting Council, suspended the payment of money to TVP. The consequences were immediate. The public broadcaster first announced that in the near future it would not be able to process invoices above PLN 100,000. PLN, and now the limit has been reduced to 25,000. zloty. But that’s not the end.

On February 7, 2024, the National Broadcasting Council presented an act regarding “the use of revenues from license fees to implement a public mission in 2024”. Referring to its provisions, Maciej Świrski decided that the money, which in theory is due, will be transferred to the court deposit for the time being. The decision may be changed only when the company, which is a public radio and television broadcasting entity, is legally dissolved and the liquidation process begins. At the same time, it was emphasized that money from the deposit can only be withdrawn by persons who are authorized to represent it.

According to the information, on February 12, the first tranche of subscriptions in the amount of PLN 158 million will be transferred to the court deposit. However, its disposal will not be completely free, because the National Broadcasting Council requires monthly settlements from the station, certified by invoices, which will make it possible to determine whether the money is used to implement the “public mission”. If the council finds any shortcomings, it reserves the right to withhold payments until they are clarified. Until now, this type of reports had been prepared only in the annual report and this was not a departure from the norm, but normal practice in this industry. This is due to, among others, from the specificity of television production, which was also emphasized by council member, Professor Tadeusz Kowalski, in an interview with the portal.
