Father Kloch’s candidacy was proposed by the Polish Bishops’ Conference. “I hope that Fr. Kloch will take active steps in the work of the Council, as a person with significant scientific achievements and many years of experience in the field of culture and media. He has professional competences, a reliable didactic and scientific workshop, at a good substantive level, and also personality qualities– wrote in the justification Bishop Artur G. Miziński, Secretary General of the Polish Episcopate, via Wirtualne Media.

Father Kloch left the position of spokesman for the Episcopate in 2015. The clergyman held his position for 12 years. In social media, he emphasized that it was a long time. After all, that’s how much “school education lasts – from the first grade to the final exam!” During Kloch’s tenure, three popes and presidents of the Polish Episcopate, as well as four primates and general secretaries passed through. Kloch enumerated the positions and joked on Twitter that it was also high time for changes in the position of spokesperson.
The Pontifical University of John Paul II nominated Katarzyna Drąg, dr hab. in the discipline of social communication and media science, director of the Institute of Journalism, Media and Social Communication of the aforementioned university. The application was approved.
Mikołaj Grzanka, recommended by the parliamentary club Koalicja Polska – PSL, UED, Konserwatyści, sits on the council of Radio Gdańsk. During the meeting, it was also planned to approve the appointment of Katarzyna Bernat as director of TVP3 Kielce, however, due to her departure, the topic was not raised.
The National Media Council was established in 2016. It deals with the formation of management boards and supervisory boards of public media.
