Conversation is the key to success. Meet with the dog’s owner and tell them about the problem

It’s always worth talking first. You can try to meet the owner of the dog alone and explain the situation. In addition, a joint “intervention” with other neighbors who are also irritated by barking is a good idea. But remember not to get carried away by your emotions. Although constant barking can certainly upset your balance, try to keep the conversation in a calm atmosphere.

Also remember that barking doesn’t come out of nowhere. Often the quadruped tries to notify the owner about various types of problems. These include loneliness, illness, boredom, and many others. During the conversation, inform the owner about it. A good solution will be to suggest your neighbor to go to a behaviourist. If after several days of the meeting, nothing changes, contact the building administrator and submit a request to take action to solve the problem. It is also worth giving him a list of signatures of all residents who are disturbed by barking.

According to Art. 51. ยง 1 of the Petty Offenses Code each:

Whoever by shouting, noise, alarm or other excess disturbs the peace, public order, night rest or causes scandal in a public place, shall be subject to the penalty of arrest, restriction of liberty or a fine

This can be used if the quadruped disturbs the silence (both day and night) and its owner does not respond to our requests. In such situations, he is threatened with a fine of PLN 20 to PLN 5,000. Another provision on our side is Art. 144 of the Civil Code:

The owner of real estate should refrain from actions that would interfere with the use of neighboring real estate beyond the average measure in the exercise of his right.

In both cases, the intervention of the services may result in a fine. Usually, if the officers agree with us, the owner will be reprimanded by them. Financial penalties appear most often with repeated interventions of this type.
