The young people whoand this year they turn 18 years old They will be able to spend up to 200 euros of the 400 included in the Youth Cultural Bonus 2023 on bullfighting shows, whose regulatory Royal Decree has been approved today by the Council of Ministers.

This was announced by the minister spokesperson, Isabel Rodríguez, at the press conference after the Council of Ministers held, where the Royal Decree regulating the Youth Cultural Bonus for 2023 was approved.

“Culture must be available to everyone and this aid is a stimulus for youth to get closer to it, consume and generate new leisure habits”, said Rodríguez. Specifically, and like than in 2022the Youth Cultural Bonus will be purchased as a prepaid card that the beneficiary can have virtually on his mobile or receive physically at his home.

The card it is personal and non-transferable. Once obtained, young people who turn 18 this year will be able to spend 200 euros for live arts, cultural heritage and audiovisual arts, and it is in this item that bullfighting shows have been included.

An inclusion that comes after last February the Supreme Court estimated the Resource from the Toro de Lidia Foundation against the royal decree that established the regulation of the cultural bonus and that excluded bulls of cultural activities which could be accessed with that help from the Government.

Another 100 euros can be spent on cultural products in physical support. For example, books, magazines, newspapers, or other periodicals; video games, sheet music, records, CD, DVD or Blu-ray. And the other 100 euros can be intended for digital or online consumption. For example, subscriptions and rentals to music, reading or audio-reading, or audiovisual platforms, purchase of audiobooks or subscription to download multimedia files (podcasts), for online video games, magazines or other periodical publications.

Eligible activities and expenses must be carried out within a maximum period of one year from the date the Youth Cultural Voucher is granted to each beneficiary, who may only use it in establishments or institutions attached to the program that provide services in Spain.

The management of the program will be carried out through a specific technological platform, in which the applications will be presented, which will be processed in order of presentation. Once the aid has been granted to the beneficiary, the total amount granted will be paid, in a single payment, in nominal virtual prepaid card format, which will be identified with numbers and the identity of the beneficiary.

Exceptionally, physical cards may be issued, in the event that the beneficiary does not have a compatible mobile device to contain the aforementioned virtual card, when requested.

Compatible with other aids

The future standard also provides that the Young Cultural Bonus is compatible with any other subsidy, aid, income or resource from other public administrations. “This second edition of the Youth Bond shows the commitment to the culture sector, which accounts for 3.4 of GDP and employs more than 700,000 people”, the minister spokesperson has qualified.

There are currently 3,000 companies and institutions affiliated, which is why Rodríguez has called for more to join the Youth Cultural Bonus

Products that are excluded

It will not be eligible, they have explained from Culture, the acquisition of handicraft products, plastic and graphic work, stationery products, curricular textbooks, whether printed or digital, courses, workshops and seminars, equipment, software, hardware and consumables of computing and electronics; as well as artistic material, musical instruments or sporting events, fashion and gastronomy.

Nor will it be the acquisition of products that have been classified as X or pornographic in accordance with the content regulation system applicable to each product.
