In 2021, two drafts on traineeship pensions were submitted to the Sejm. One submitted by “Solidarity”, which is already after the first reading, and the other by President Andrzej Duda. From December 2021, the topic of seniority pensions returns regularly, but by no means in the Sejm, as both projects have been stuck in committees.

In the draft concerning seniority pensions submitted by the president, 39 years and 44 years of contributory and non-contributory periods were indicated, respectively, so the period of seniority would be calculated differently. According to the draft prepared by President Andrzej Duda, the right to a traineeship pension would be granted when the accumulated capital would provide at least a benefit in the amount of the lowest old-age pension. These are the main differences between the two projects.

Thanks to the seniority pension, it will be available to people who have not reached the retirement age but have worked for the appropriate number of years. – A group of employees, mainly from heavy industry, who earn well and have set aside pension capital higher than average Poles, are waiting for internship pensions. They worked hard for this capital and they should have a choice: work longer or use it a bit earlier – explained Marek Lewandowski, spokesman for NSZZ “Solidarity”. – Unfortunately, our bill on traineeship pensions got stuck in the parliamentary committee, and the presidential bill was not even sent for the first reading. This is a scandal and undermining the authority of the president, he added and stated, ‘I’m afraid that they may lose the election because of seniority pensions.

– Internship pensions would lead to women in their early fifties, which are, unless someone is affected by some disease, ladies in full strength. From the point of view of someone like me, and such older gentlemen should also be taken into account, they are simply young, girls – Jarosław Kaczyński during a meeting with voters in Chojnice. “Regarding apprenticeship pensions in general, we’re sorry, but we can’t afford it at the moment,” he added. At the same time, the president of PiS emphasized that this demand was on the list of demands of “Solidarity” during the August agreements, but “those were different times”. Jarosław Kaczyński’s words aroused anxiety among voters, but above all among trade unionists.

At the end of December 2022, Prime Minister Mateusz Morawiecki, when asked about them during a press conference, reassured both voters and trade unionists and assured that a special committee would deal with the project. In accordance with the promise given to the trade unions, given to Solidarity, we have appointed such a commission under the direction of Minister Marek Kuchciński and all topics, including seniority pensions, are on the agenda of this committee – Morawiecki.
