Congresswoman Noelia Herrera from Renovación Popular presented Bill 1922/2021-CR that proposes the creation of an individual pension fund for independent public carriers, according to their fuel consumption.
The initiative entered on May 3 indicates that the System of Individual Capitalization Accounts (SICIC) will be oriented to all those carriers that carry out public transport activities, as long as they do not have an employment contract, under any modality, and that they have a valid municipal or ATU authorization.
Likewise, it establishes that 50% of the ISC in all purchases and sales of fuel made with the RUC of the independent public carrier will be capitalized in their individual account for pension purposes. The funds may also come from voluntary contributions of the insured.
The legal proposal stipulates as the only requirement to make the capitalization effective that the worker has a RUC, as a natural person, in force before the Sunat.
Finally, it details that the registration and updating of the register of independent carriers in Lima and Callao will be in charge of the Urban Transport Authority (ATU). While in the other regions, the provincial municipalities will have this function.
