National Assembly debates investment law amid uncertainty and file announcements

The National Assembly, this March 22, got up early to process the urgent investment attraction law in the second debate, although the Union for Hope (UNES), Pachakutik (PK) and the Democratic Left (ID) benches anticipated that they would vote for the file and together they gather 88 votes.

After reading the majority report, the president of the Economic Development Commission, Daniel Noboa (EU), asked the room to vote for the project, because the country needs this law due to the terrible situation in which Ecuador finds itself. , and raised the motion to accept the report approved by the table with six votes.

The Democratic Left, through legislator Marlon Cadena, ratified that after a deep and serious analysis, the caucus decided not to support the urgent project and proposed the file; however, he said that they welcome the possibility of a dialogue in search of a path that makes the investments viable, but that in the conditions in which the law is found, it is not possible to approve the text.

From Pachakutik, the delegate of the bench before the Economic Development Commission, Cristian Yucailla, said that the bill is based on three issues: public-private partnerships, digital transformation and reforms to various laws; and that the most critical issue refers to public-private alliances, where a delegation is proposed that for the political movement is a privatization.

He indicated that historically Pachakutik has said no to privatization and that several assembly members raised observations that were not accepted, such as the elimination of book 1 of the project, therefore, the block will go to file the bill.

Assemblyman Francisco Jiménez, of the National Agreement Bank (BAN), commented that Pachakutik’s proposal to eliminate title 1 of the project makes no sense, that this proposal is irresponsible and that it gives the impression that they want to keep the country submerged in ostracism or backwardness, and none of these possibilities has to be accepted, the country needs international investment and it must do it intelligently, it must protect its goods, services and infrastructure.

Henry Kronfle announced that the PSC bench will support the bill because it has positive proposals and clarified that the delegation is not privatization. Meanwhile, his co-idea, Carlos Falquez, clarified that the Executive’s support for the project is in exchange for nothing, with the sole purpose of solving democracy.

Assemblyman Blasco Luna, from the UNES caucus, said that with this law the Government intends an à la carte privatization, that the citizens who are looking for the meat should not be deceived and leave the State with the bone, in telephony what they are looking for is the optical fiber. On the issue of viability, it is intended to give the meat and deliver the management of the roads with the collection of tolls.

He said that 47 legislators will not let this troll law pass that reforms 18 legal bodies, which will vote for the file. (I)
