The peasant community of Tumilaca, Pocata, Coscore and Tala, in addition to the Southern Peru mining company, agreed yesterday to start a dialogue table. This will take place under certain conditions, the community must desist from its protest measures, prior approval in an assembly. If materialized, they will begin to discuss whether the company usurps land for more than 50 years.
The head of the Ministry of Energy and Mines, Carlos Palacios Pérez, led the high-level commission that arrived in Moquegua on Thursday, accompanied by the deputy ministers of Internal Order, Environmental Management and Human Rights and Access to Justice, to talk with community.
The minutes drawn up have six points of agreement, after more than twelve hours of discussion between both parties. The first affirms the will of both parties for the future installation of a dialogue table.
According to point three, for the creation of the table, the Central Government must issue a resolution whose content will have to be previously agreed upon with the technical and legal team of the community.
In point two of the act it was established that the demonstrators will release the water service that is captured in the Viña Blanca reservoir that feeds the Cuajone mine and its camp. Before complying with it, they must discuss it with all the members of the community in an assembly that will be held today at 9:00.
In addition, they will withdraw from the area where the reservoir is located, also, prior agreement in the first session of the dialogue table. As long as that does not happen, the residents will remain in Viña Blanca, an area they consider to be their property.
In point four, the farmers promised to unblock the Cuajone railway on Wednesday the 23rd or when the ministerial resolution is issued. The last two agreements affirm that both parties will maintain social peace and that the mining company will compensate the community if it is correct in its demand.
