Controversy in the Executive for labor outsourcing

At the end of February, the holder of the Ministry of Labor and Employment Promotion (MTPE)Betssy Chávez, and President Pedro Castillo signed a supreme decree that modified the regulations of the labor outsourcing law to eliminate it only in the business centers of the companies.

Sociologist and labor researcher Enrique Fernandez-Maldonado recognizes that this change is good because it seeks to put an end to the precariousness of employment, given that companies that hire through third parties “they misuse and denature” working conditions, to the point that this workforce does not receive social benefits such as CTS and bonuses, despite performing the same work under the same conditions as those hired.

Discrepancies

The head of the Ministry of Production (Produce), Jorge Prado, announced yesterday that they will propose “some adjustments” to the regulations promoted by the MTPE.

“I think we are in tune with what (the Ministry of) Economy is proposing. This (adjustments to outsourcing) could have an impact and you have to be very careful about it,” he said.

It is worth noting that the MEF rejected this decree, alleging that it contravenes productivity and will reduce formal employment.

In this sense, Fernández-Maldonado explains that with the arrival of Óscar Graham at the MEF, the discrepancies will be due to the return to a neoliberal technocracy that does not agree with the policies of the right and protection of workers, flag of the Castillo administration.

To this we must add the recent investigations that link close friends of Acción Popular to Produce. “Even (Maricarmen) Alva herself promoted measures that left workers unprotected. It will be necessary to see how this matter is resolved within the Executive, “he said.
