Fonavi: will insist on the total return of contributions

With 7 votes in favor and 4 against, the Economy Commission of the Congress of the Republic approved yesterday to insist on the autograph of the law that guarantees compliance with the return of money from the National Housing Fund (Fonavi). This after the Executive observed said proposal on February 11.

In this way, it will continue betting so that the Government returns the contributions made by the worker, employer and State, which would imply a refund of S/ 42,000 million.

This initiative differs from the Executive’s counterproposal, which only contemplated the return of what was contributed by the workers, which involved around S/ 6,600 million.

With the approval of the opinion of insistence, this issue must now be discussed by the Plenary of Congress, which, if approved, must be published in the official newspaper El Peruano.

However, it is worth remembering that this project has already gone through this scenario before and obtained 82 upvotes13 against and 18 abstentions.

The president of the National Federation of Fonavistas of Peru, Luis Luzuriaga, welcomed that the parliamentarians continue in the fight and insist on what is fair. “What is at stake is not one sol more or one sol less, constitutional justice is at stake, because the Constitutional Court (TC) has said in four sentences that the Fonavi is a property right and it is legitimate for it to be returned because it is owned by the workers who contributed that money,” the leader said.

For her part, the president of the Economy Commission, Silvia Montezapointed out that this is a first step for there to be justice at all levels of the State and what was approved is within the competence framework of the Legislative Power.

Meanwhile, the congressman from Podemos Peru, Charles Anderson He stated that now it must be the Executive that must comply with the return to the Fonavistas.

About the process

If ratified by the Plenary of Congressthe ad hoc commission, a group in charge of executing the return of Fonavi contributions, would now be made up of three representatives of the Ministry of Economy and Financeone from the Office of Previsional Normalization and three from the National Federation of Fonavistas and Pensioners of Peru (Fenafp).

Thus, it is also sought that the work group be installed immediatelysince it will be fundamental for the return of contributions to the fonavistas.

However, sources close to the TC told La República that if the norm is questioned, it would be dismissed since there are up to two magistrates in favor of the total return of contributions.
