The companies Quad/Graphics Peru SRL and Graphic Corporation Navarrete S.A. must pay a total fine of S/ 11 million (2,495 UIT) after the Specialized Chamber for the Defense of Competition of Indecopi (SDC) confirmed, in the second and final administrative instance, that they engaged in anti-competitive practices in the printing market of school texts.
The SDC details that the anticompetitive practices occurred between 2009 and 2016, after it became clear that the representatives and workers of the investigated companies coordinated clandestinely through emailstelephone calls and meetings, the distribution of public tenders, special processes, among others, convened by the Ministry of Education (Minedu) for the printing of school texts, as well as by the National Institute of Statistics and Informatics (INEI).
In detail, Quad/Graphics was sanctioned with a payment of 1,929.51 UIT and Navarrete with 565.49 UIT, as well as two natural persons who appealed the Commission’s decision, with a total sanction of 89.82 UIT equivalent to more than S/ 400,000.

The beginning of the investigation took place within the framework of the Clemency Program that Amauta and El Comercio accepted. In 2021, the Commission for the Defense of Free Competition determined that Metrocolor SA, related companies El Comercio SA and Amauta impresiones Comerciales SAC, Quad/Graphics Perú SRL and Corporación Gráfica Navarrete SA participated in the aforementioned anticompetitive conduct. Eight former representatives were also sanctioned.
This decision was appealed by Quad Graphics and Navarrete, and two representatives from both companies. Thus, the SDC confined itself to elucidating the responsibility of the appellants.
