The trial against Anchundia was presented by legislators Luis Almeida (PSC) and Ricardo Vanegas (Pachakutik).
The Inspection Commission of the National Assembly qualified the impeachment against the head of the Superintendency of Companies, Víctor Hugo Anchundia, for alleged failure to perform functions in the control of the companies that allegedly carried out a scam against the Police Social Security Institute National (Isspol).
Parliament unified two requests for interpellation made by legislators Luis Almeida (PSC) and Ricardo Vanegas (Pachakutik); both point out that Anchundia did not carry out an adequate control in the inspection procedures of the activities of the companies Ecuagran, Delgran and Delcorpo, in relation to the securities house Citadel SA, shares and securities Atlántida and Decevale, which made it possible to issue securities and the negotiation of invoices without endorsements, which in turn affected the payment of the values to the Isspol and to the national teaching fund.
Legislative Administration Council admitted to processing five requests for impeachment to four control authorities
According to the report of the secretariat of the Oversight Commission, the two political trials meet the requirements, such as the request sent to the presidency of the Assembly, the formulation in writing of the charges, the announcement of the documentary evidence, signatures of at least the fourth part of the members of the Legislative, the declaration of the veracity of the signatures and the report of the Legislative Technical Unit.
Censorship of René Ortiz
Meanwhile, on October 26, the National Assembly with 126 votes censured the former Minister of Energy René Ortiz, for breach of control functions in the collection of electricity bills during the COVID-19 pandemic and for endorsing the decrees that led to the elimination of the fuel subsidy in the country.
With the censorship, Ortiz is disqualified from holding public office for a period of two years. The former official told legislators that the issuance of decrees on setting new fuel prices is the power of the President of the Republic and not of a minister.
National Assembly censures former Minister of Energy René Ortiz for increasing fuel prices
The former official during his presentation of discharge tests brought up what the current president of the Republic, Guillermo Lasso, did with the issuance of decrees 230 and 231, signed three days ago, in which he determined new prices for extra gasoline and diesel. Therefore, it is not the responsibility of a secretary of state, he reiterated.
Regarding the collection of electricity bills, with estimated values during the pandemic, the former official stated that the corrections were taken and that there are no users harmed; that sanctions were applied, although these were after the complaints, he noted.
The impeachment was raised by legislators Luis Almeida (PSC) and Salvador Quishpe (Pachakutik), after the plenary session of the National Assembly filed a first request for Ortiz’s trial, due to the expiration of the deadline for the former Energy official to be politically prosecuted at the request of former assembly members Mercedes Serrano and Dennis Marín (PSC).
