Comptroller’s Office: four locations in Block 192 would have damaged equipment

Oil lot 192 has been the target of protests from native communities who denounce the contamination of their lands. In August of this year, 13 native communities managed to reach 67 consultation agreements that would allow the respect of their collective rights and the sustainable development of investments in hydrocarbons.

However, according to Comptroller General of the Republic, damage was evidenced in four oil production locations of the Lot 192 in the Loreto region due to lack of adequate surveillance. According to a press release, this situation generates damages to the rest of the existing assets in the oil lot “under the custody and temporary care of Perúpetro SA, with the consequent economic damage to said entity.”

Currently, three of the four locations would be inoperative. The Comptroller’s Office points out that Block 192 is one of the most important oil assets in Peru, with a surface area of ​​512,347 hectares, covering the basins of the Corrientes, Tigre and Pastaza rivers.

The Official Orientation Report No. 012-2021-OCI / 4654-SOO, which covers the period from September 20 to 30, 2021, indicates that these areas “require immediate attention by the state entity to safeguard the security and integrity of the goods and equipment in the referred Lot in the Loreto region ”.

It should be noted that the Comptroller’s Office warned that this situation generates the risk of greater damage to the rest of the existing assets in the referred oil lot. Likewise, according to a team of auditors from the Perupetro Institutional Control Body (OCI), they have identified the following events in four locations in Block 192.

Identified facts

  • At the Capahuari Norte location: the generalized theft of the wiring of the mini-plant equipment was evidenced, which means that at present said location is practically inoperative.
  • At the Capahuari Sur location: It was evidenced the total destruction of a motor for reinjection pumps (it was burned), as well as the generalized theft of the wiring of the mini-plant equipment, the battery and even the underground wiring, so that said location was found inoperative currently.
  • At the Huayuri location: The theft of the output wiring of the Wartzila power generation plant was noted, as well as the destruction of the control panels of the Huayuri Isla generators, which caused this important plant is inoperative.
  • At the Shiviyacu locationDamage to the wiring located at the outlet of the electric generators was evidenced, as well as the removal of the copper bars from their control panels, which would be recent.
