OECD completes evaluation report on Sunass performance

The National Superintendence of Sanitation Services (Sunass) reported the completion of the Performance Assessment for Economic Regulators (PAFER), carried out by the Organization for Economic Cooperation and Development (OECD).

Within the framework of Peru’s accession to this world organization, the process initiated in 2020 had the objective of carrying out a diagnosis and evaluation of the governance mechanisms and policies of Sunass, in order to contribute to its internal and external processes. be more efficient to guarantee the improvement and quality of sanitation services.

Said process, for the benefit of the population and the development of the country, was carried out with the intervention of top-level regulatory bodies in the world, as well as renowned intellectuals from the international academy.

In this sense, the OECD officially presented the final report of the PAFER of Sunass, called “Promoting the performance of the regulator of water and sanitation services”, containing the results of the evaluation and the recommendations to strengthen and optimize compliance with the regulations. functions and objectives of Sunass and achieve performance at the level of the highest regulatory standards required at the international level.

Anna PietikainenSenior Advisor for Policies, Regulatory Policy and Public Governance – OECD, during the presentation of the report, highlighted the work and commitment of Sunass with the regulation and improvement of sanitation services, especially in the face of the challenge of going from regulating 50 companies to more than 25,000 service providers nationwidebased on the new Framework Law for the Management and Provision of Sanitation Services (2017).

“Sunass is a technically sound regulator, committed to improving regulatory practices, which has a recently expanded mandate to support the implementation of ambitious political objectives in terms of access and quality of water and sanitation services,” he said.

Among the main recommendations given by the OECD, is to continue with the deconcentration work of Sunass, through its 24 offices at the national level, as well as to promote regulation in rural areas and small cities, as provided by the Law Frame 1280.

Nikolai Malyshev, head of the OECD Regulatory Policy Division, highlighted Sunass’ efforts to be a world-class regulator, interested in implementing ambitious policies to achieve universal access to sanitation.

“Sunass has made a really important trip. It is an ambitious, highly technical body that shows an interest in achieving ambitious policies. We thank them for trusting this body to be able to carry out this PAFER review and working so closely with us”, he specified.

Sunass: comply with OECD recommendations

Iván Lucich, executive president of Sunass, specified that the OECD recommendations highlight the need for the regulator to respond to the new challenges that the Framework Law poses in the search to guarantee the quality of sanitation services for the urban population. and rural Peru.

“There are several recommendations that have reached us and that we are willing and committed to implement. For this reason, we have made the decision to form a working group in charge of the General Management, whose mission will be to implement them”, the official remarked.
