Authority for Reconstruction with Changes: they authorize the transfer of S/ 381 million

The government of President Pedro Castillo authorized the transfer of S/ 381 million 556,294 in favor of the Executing Unit Authority for Reconstruction with Changes (ARCC), charged to the resources of six sheets of the national Government, eight regional governments and sixty and two local governments, which correspond to freely available balances according to projections at the end of Fiscal Year 2022.

Through Supreme Decree No. 018-2022-EF, an item of S/ 209,810,422 million is established for the central government, S/ 76,556,018 million for regional governments and S/ 95,189,854 million for local governments.

The decree bears the signature of President Castillo, and is endorsed by the President of the Council of Ministers, Aníbal Torres, and by the Minister of Economy and Finance, Oscar Graham.

The Authority for Reconstruction with Changes was created in 2017, after the rains and floods of the El Niño Costero Phenomenon that left more than 100,000 victims, in order to promote the development of reconstruction and prevention works in 13 affected regions.

The Comprehensive Plan for Reconstruction with Changes (PIRCC) aims to restore all damaged and destroyed physical infrastructure in Áncash, Arequipa, Ayacucho, Cajamarca, Huancavelica, Ica, Junín, La Libertad, Lambayeque, Lima, Loreto, Piura and Tumbes.

Issues, within the framework of its powers, directives of a binding nature for the Executing Entities of the three levels of Government involved in The Plan, in order to guarantee the timely fulfillment of the objectives of the Law.

In addition, it coordinates with the governing body of the National Disaster Risk Management System (Sinagerd) complementary provisions that allow preventing, reducing disaster risk, as well as planning and executing the interventions foreseen in PIRCC, at the national level and of mandatory compliance. .
