Although the Cusco authorities welcomed the announcement of the President of the Republic Pedro Castillo to launch a new policy of massification of natural gas in Cusco and the southern regions, some have observations. They consider that this work should be entrusted to the regions.
The congresswoman Ruth Luque He said that the announcement made by the president is important, as it will allow the generation of strategies so that this resource benefits the regions and especially Cusco.
The legislator who is also a full member of the Congressional Mines and Energy Commission. He advanced that they invite the holder of the portfolio to the working group that he integrates, in order to explain what the Government’s proposal consists of. He also said that he has presented a project for the creation of the National Natural Gas Massification Authority, to discuss the proposals.
He mentioned that this space – if approved – will be attached to the Presidency of the Council of Ministers (PCM). Through this body, a national massification plan would be drawn up.
Meanwhile, the president of the Commission of Hydrocarbons and Natural Gas of the College of Engineers of Cusco, Carlos Aguilar, said that it is necessary for the State to assume the work for the massification of gas. Notes that unfortunately for the private sector this process is not profitable, especially in regions like Cusco due to the cost of the project and the lack of demand. Like the legislator Luque, she says that a national massification plan must be prepared beforehand and that it must also work in a planned manner.
“The only alternative is to have a national plan where the State necessarily has to intervene (in the massification of gas), because gas exports are more profitable for private companies. They are not very interested in overcrowding in the regions, ”he said.
Aguilar specified that, if the government’s idea is to bring hydrocarbons to the regions, other projects such as the Integrated Gas Transportation System (SIT –Gas) or the Kepashiato Fractionation plant, have to move forward, as they consider that they are sustainable projects over time.

The counselor for the province of La Convencion, María Regina Becerra, where the resource is extracted, said that the powers and the budget should be given to the regional governments so that they can generate their massification projects.
He warned that the Government in all the projects that it has tried to execute has failed so far. “It seems to me rather that the entrapment is in the Government. Better that they allow the regions to develop gas massification projects and, of course, with the monitoring of the central government ”, he concluded.
