Fonavi: proposal for partial return of the MEF would include a bonus

After the head of the Ministry of Economy and Finance (MEF), oscar grahamwill anticipate that the Executive will observe the autograph of the law that guarantees the fulfillment of the return of money from Fonavi and will propose an alternative so that said payment can be made, the Fonavistas were against what was proposed and asked Congress to approve the initiative by insistence.

The MEF would propose that only the contributions of the workers be returned, leaving aside the contribution of the employer, as proposed in the autograph of the law. Thus, the debt to the Fonavistas would go from S/ 42,000 million to about S/ 6,600 million; that is, around S/ 36,000 million would not be recognized.

Likewise, The Republic was able to learn that the Government’s proposal would include a bonus for the Fonavistas, with the intention that they have immediate liquidity, while the return process is delayed.

Refund limit

Luis Luzuriaga, president of the Federation of Fonavis of Peruwas against the MEF proposal because it would be putting a cap on the refund, without taking into account that the contributions of the workers have been greater.

“The MEF wants to return only S / 6,600 million. We are 2 million Fonavistas, has each Fonavista for 20 years contributed only S/ 3,000? Once again, the MEF wants to keep our money,” said the leader.

According to calculations by the Fonavistas, if only the contributions of the workers are considered, on average a return of between S/ 8,000 and S/ 9,000 would correspond; however, since S/ 6,600 million were available, it would not be possible to meet all the payments.

Likewise, Luzuriaga pointed out that the employer’s contributions are also private money, so it must be returned through a Fonavista housing fund, as ordered by a sentence of the Constitutional Court (TC).

It is important to remember that the TC pointed out that the money from the contributions of the worker and employer is private, and its property corresponds to the contributing workers.

“They are mocking the court ruling and the Constitution. They [el MEF] they cannot continue violating the right to property of the Fonavistas”, affirmed the leader of the Fonavistas.

Upon being observed by the Executive Power, the autograph returns to the Congressional Economy Commissionwhere it will be decided if the MEF proposal is collected or if the original autograph is insisted on.

It is worth remembering that in January of this year, the Plenary of Congress had to reconsider its vote due to an error in the text that prevented the return, obtaining 82 votes in favor, 13 against and 8 abstentions, which demonstrates the position of the benches against fulfilling the social debt to the Fonavistas.

In this line, the parliamentarian Dinah Street, from Podemos, announced that his bench will support the insistence of the law approved in Congress. “We will never get tired of demanding payment of the social debt,” he said.

reactions

Oscar Graham, Minister of Economy

“The Executive will present an alternative that allows having liquidity to make these payments while the problem of the registration of lists of Fonavistas is resolved.”

Luis Luzuriaga, president of the Federation of Fonavistas

“They only want to pay S/ 6,600 million, and that is unconstitutional, that is called confiscation. Fonavi’s money is private, which is in the hands of the State, which has to return it and the law establishes deadlines.
