Repsol fails to remove the PLEM pipe that caused the spill

The Spanish company Repsol was supposed to remove the system of hydrocarbon loading and unloading pipelines (PLEM, for its acronym in English) on Saturday, February 5, but did not comply with said commitment, according to sources from the Supervisory Body for Investment in Energy and Mining (Osinergmin).

It is presumed that the PLEM of the Multibuoy Terminal No. 2 This is where the leak of 11,900 barrels of oil occurred on January 15, for which Osinergmin required Repsol to replace the underwater metallic infrastructure for two reasons: the first, to avoid new episodes of oil spills, and the second, to carry out expert reports and determine what caused the oil leak.

After 21 days of the disaster, without the expert reports to the PLEM of the Multiboyas Terminal No. 2, it will not be possible to establish what caused the greatest ecological disaster in the country.

The PLEM is an underwater infrastructure that is located at the end of a pipeline to connect the refinery’s underwater pipeline with the ship’s hoses. The PLEM receives and distributes hydrocarbons.

On Wednesday, January 26, the head of Osinergmin, James Mendozaassured that the withdrawal of the PLEM would be between Saturday 29 and Sunday 30 January.

Mendoza explained that in order to extract the PLEM, all the crude that was stored in the 4,500-meter pipeline that runs from the metal infrastructure to the La Pampilla refinery had to be collected first.

Until that date, said the head of the Osinergmin14,000 barrels had been withdrawn, but another 2,200 are missing.

However, during this last weekend, neither the PLEM nor the remaining barrels that are still in the pipelines were removed. The only one in charge of both responsibilities is the Repsol company, owner of the La Pampilla refinery. Osinergmin is the entity in charge of supervision.

On Wednesday, February 2, the Congressional Energy and Mines Commission invited Osinergmin representatives to report on the progress of their powers.

During his address, Jaime Mendoza presented another schedule in which it is specified that the withdrawal of the PLEM was going to take place between February 3 and 5.

He also indicated that the 2,200 barrels that were still in the marine pipeline had not yet been collected. In other words, for a week, Repsol was unable to meet the new Osinergmin schedule.

The Republic consulted Osinergmin if it had verified the withdrawal of the PLEM as stated in its schedule. Agency spokesmen responded that the process still does not have an exact date. “We hope that Repsol gives us a new date,” they said.

Decision. The Agency for Environmental Assessment and Enforcement (OEFA) authorized Repsol loading and unloading operations at the Multibuoy Terminals No. 1 and 3 of the La Pampilla refinery.

Justification. The measure will last 10 days and is to avoid fuel shortages, said the OEFA.
