It’s been more than two months since the Executive presented the project of the Law to Promote the Massification of Natural Gas, project No. 679/2021-PE, and The Energy and Mines Commission of Congress has not deigned to give it the space that its national significance deserves.
There have been nine sessions in which the parliamentary group, led by the Popular Action bench, has not completed the opinion of the project that today becomes the central axis of the final report presented by the Multisectoral Commission for the gas massification, revealed by Perupetro this week, with a view to bringing the resource to the interior regions, especially those that have been neglected in the southern highlands. Will no longer be seen in this legislature.
Incredible as it may seem, of the 19 MPs that make up the regular staff of said group, most of them belong to regions that would directly benefit from this law, including Puno (Jorge Flores Ancachi), Arequipa (Diana Gonzales), Cusco (Eduardo Salhuana) and Moquegua (Jorge Coayla). In these regions, the gas balloon exceeds S/ 60.
”Do you need Camisea gas to be for the Peruvians? What reaches the families? Lower the price of gas? The project is in the Congress of the Republic”, he asserted yesterday President Pedro Castillo during his meeting with the fishermen affected by Repsol, when referring to the list of ten projects presented on November 10.
Massification with the FISE
The device promotes sources of financing to boost the massification of gas at the territorial level and establishes a flat rate for fuel, in addition to other measures.
Among the main issues to be addressed is the modification of the scope of the SISE and FISE to build the pipelines with the support of Petroperú, in order to carry out the task that the private sector could not carry out for more than a decade. The idea is that the first can be applied in hydrocarbon transportation, distribution, infrastructure, storage and transportation systems. As for the FISE, it is sought to provide it with its own legal status under private law under the rules of private contracting, subject to audits.
