Osiptel confirms fines to Entel and Bitel for more than S / 1.3 million

The Supervisory Agency for Private Investment in Telecommunications (Osiptel) confirmed the fine of more than S / 1.3 million, 303 UIT, to the operators Entel and Bitel for having violated various regulatory provisions of public telecommunications services.

Through a public resolution in the official newspaper El Peruano, the supervisory body declared the appeals filed by the telephone companies unfounded.

Fines confirmed to Entel

In the case of Entel, the fines amount to S / 1,159,200, equivalent to 252 UIT. In detail, the sanction of 51 UIT is applied for having incurred in the commission of the infraction typified in article 6 of Resolution No. 083-2018-GG / OSIPTEL, for having failed to comply with the provisions of article 4 of the referred resolution.

Likewise, a fine of 150 UIT was confirmed for the commission of the serious infraction typified in number 25 of Annex 2 of the Single Ordered Text of the Portability Regulation in the Mobile Public Service and the Fixed Telephone Service, approved by Resolution No. 286-2018-CD / OSIPTEL, having breached the provisions of article 20 of the aforementioned regulation, in accordance with the grounds set forth in this resolution.

Finally, he was sanctioned with 51 UIT for the serious infraction typified in numeral 33 of the Single Ordered Text of the Portability Regulation in the Mobile Public Service and the Fixed Telephony Service, approved by Resolution No. 286-2018-CD / OSIPTEL , having failed to comply with the provisions of article 22 of the aforementioned rule, in accordance with the grounds set forth in this resolution.

Confirmed fines to Bitel

Osiptel also confirmed the fine of S / 234,600 equivalent to 51 UIT for the commission of the infraction typified in item 10 of Annex 15 of the Regime of Infractions and Sanctions of the General Regulation of Quality of Public Telecommunications Services, approved by Resolution of Board of Directors No. 123-2014-CD / OSIPTEL for non-compliance with the provisions of paragraph 5 of Annex 9 of the aforementioned standard.

This is due to the failure to comply with the improvement commitment related to the objective value of the quality indicator of the mobile public service Quality of Service Coverage – CCS in the town of Mariscal Cáceres, in the second half of 2018.
