Camisea renegotiation: they warn of changes in key positions

Last Friday, October 15, the multisectoral commission, created in the context of the announcement of the renegotiation of contracts with the Camisea Consortium, had a new working meeting at the headquarters of the Presidency of the Council of Ministers.

This working group, which is erroneously designated (see box) as the renegotiating commission for the Camisea contracts, was led by Prime Minister Mirtha Vásquez.

After 9 in the morning, the Minister of Economy, Pedro Francke, and his peers entered this meeting Oscar Maúrtua of Foreign Relations, Aníbal Torres de Justicia and Roberto Sanchez of Foreign Trade. Meanwhile, the delegation of the Ministry of Energy and Mines (Minem) was led by the head of the sector, Eduardo González, accompanied by Erick García, Carlos Palacios and Abel Andrade, who is voiced as Enrique Bisetti’s replacement in the Vice Ministry of Hydrocarbons.

Likewise, Seferino Yesquén and Daniel Hokama, both officials appointed in the previous government, participated on behalf of Perupetro -which serves as the technical secretariat of the commission.

Changes to the Minem

Just yesterday the Minem appointed Jorge Luis Chávez as Vice Minister of Mines and Jose Martin Davila in the position of Vice Minister of Electricity.

This newspaper learned that in the next few days the appointment of Abel Andrade in the Vice Ministry of Hydrocarbons would be made official, an essential position in the face of the renegotiation of the Camisea contracts.

De Andrade is known to be a petroleum engineer, who worked at Occidental Petroleum del Peru (OXY), in the northern jungle operations in ex-lot 1-AB (today 192). When OXY assigns its contract to PluspetrolAll the field staff also went to work at that company.

It is important to specify that Pluspetrol is a member of the Camisea Consortium, being the operator and visible face of the project.

Before the consultation of the Republic regarding the relevance of appointing a former employee of one of the companies of the Camisea Consortium, the Minem pointed out: “The new deputy ministers of Mines, Hydrocarbons and Electricity will be professionals of the first level. On the contrary, with the appointment of the new official, the work of the multisectoral group will be strengthened and streamlined ”.

Various sources in the sector warn this media about the selection of inappropriate profiles within the Minem, which would endanger, without knowing or expressly, the most transcendent renegotiation strategy that this government would seek in energy matters. “Today the situation is critical and the main fear is that the essence of what we wanted to recover will be lost, which involves gas sovereignty,” warned a sector source.

Minem also indicated to this newspaper that the change of deputy minister of Hydrocarbons will not affect the process started with the installation of the Multisectoral Commission in charge of renegotiating the Camisea gas contract.

Multisectoral Commission

According to the supreme resolution created by the multisectoral commission, its specific function is to “evaluate the scope and actions to expand natural gas reserves and strengthen the hydrocarbon industry that allows its overcrowding at the national level and makes the development of activities feasible. and natural gas projects in the country ”. This analysis must be submitted in a report after 60 days. After that, the renegotiation with the consortium will begin and it will be in charge of Perupetro, according to the law.
