Jorge Chávez Cresta is appointed as Vice Minister of Mines

The Executive Power today appointed Jorge Luis Chávez Cresta as the new Deputy Minister of Mines of the Ministry of Energy and Mines (Minem).

Chávez Cresta is a general officer of the Peruvian Army in retirement, has a professional degree in Civil Engineering and Law, as well as a doctorate in Government and Public Policy from the Institute of Government and Public Management of the University of San Martín de Porres.

Likewise, he has a Master’s Degree in Administration (MBA) from the Instituto Tecnológico y de Estudios Superiores de Monterrey (Mexico), and is currently pursuing a Master’s Degree in Disaster Risk Management at the National University of Engineering (UNI). He has studied Senior Management in Public Management at the Universidad del Pacífico, Senior Management at the University of Piura and the Senior Management Program in Human Resources at the Higher School of Business Administration (ESAN).

He also has studies in Disaster Risk Management at the Civil Defense Institute (Indeci), in the Military Emergency Unit (UME) in Spain and in the West Virginia National Guard in the United States. He has also studied Defense Policy at the Center for Hemispheric Defense Studies (CHDS), at The William Perry Center in Washington, United States.

Chávez Cresta has held the position of Minister of Defense from August to November 2020; has been Head of Indeci between 2017 and 2020; General Director of Policy and Strategy of the Ministry of Defense and executive coordinator of the National Emergency Operations Center (COEN), during the coastal El Niño emergency in 2017, among other important positions.

Vice Minister of Electricity

The Government also appointed engineer José Martín Dávila Pérez as the new Vice Minister of Electricity at Minem, who will replace Jaime Luyo Kuong.

Dávila Pérez is an electrical mechanical engineer from the Pedro Ruiz Gallo National University in the Lambayeque region. He has a doctorate and master’s degree from the Faculty of Electrical Mechanical Engineering with a major in Energy from the same university.

He has received a scholarship from the Minem through the Administration Council of Resources for Training in Electricity (Carelec) and among his postgraduate studies stands out a Diploma in Quality Management ISO 9001, 14001, 18001 and OSHAS at the National University of Engineering; a Diploma in Security Management from the National University of Trujillo; and another in Power Systems in the Lambayeque Chapter of the College of Engineers.

Before his appointment, the new Vice Minister of Electricity held the presidency of the Lambayeque Chapter of the College of Engineers of Peru. He has also taught at the Faculty of Electrical Mechanical Engineering at the Santo Toribio de Mogrovejo Catholic University in Lambayeque.

He has held important positions in the electricity distribution company Electronorte, among them: head of the Commercial Area, supervisor of the Operations Control Center, commercial manager and head of the Cajamarca Centro Unit. Finally, José Dávila has extensive knowledge of the General Electricity Law, the General Rural Electricity Law, the General Hydrocarbons Law, as well as the ASME, NFPA, ISO standards.
