Nelson Shack: The Government takes an average between six or seven years to close a public investment work

The Government of Peru takes an average between six or seven years to close a public investment work, he said Nelson Shack, former Contralor of the Republic. “We open three times more works we close. If we have S/48,000 million in works, no one should do new works in six or seven years, because there will be no money,” he said during his exhibition on the first mining Thursday of the year, organized by the Institute of Mining Engineers of Peru (IIMP).

According to Shack, the amount of years taken to the entities of the three levels of government (national, regional and local) to conclude the execution of approved investments is six years and eight months on average. This if the institutions concentrate their resources only in the execution of their current investment portfolio without executing new ones.

To date in the three levels of government the existing works total S/48,168 million, of which S/4.330 correspond to the national government; S/4,370 million to regional governments and S/39,468 million to the municipalities.

The economist added that new investments grow on average per year three more times, with respect to the investments that are closed, “generating the saturation of investments.”

“This means that every year the amount of new investments in execution is much greater than they close,” he said.

Finally, Shack indicated that to date they exist 215,171 active investments that have approval and that have registered their execution modality. Of this figure, 34% is executed by direct administration for an amount amounting to S/122,737 million, however there was no regulatory framework for this modality.
