Confiep on new Minfra: “The merger of ministries per se does not solve anything”

The National Confederation of Private Business Institutions (Confiep) said that the creation of a new Ministry of Infrastructure (Minfra) will not solve the problems of public administration and promotion of private investments as long as administrative procedures in the State are not optimized.

Speaking to La República, Bustamante said that the creation or merger of ministries “does not bring any efficiency per se.” Instead, he pointed out that a “reengineering of processes is required, just like any private company” that wants to compete.

“If we talk about public and private works, there is a lot of permitting that is repeated, it goes from one ministry to another. With an efficient State, promoter of investments and careful of the environment and communities, we could complete a project in 6 months, but here it takes a decade,” he said.

In this regard, the head of the most important private association in the country said that, in order to combat poverty, a State that is not only smaller but also more efficient is required. This would contribute to defining the processes and personnel required for this new entity, otherwise, “nothing would be resolved.”

“The problem is not the number of entities, but the number of administrative procedures that exist. Only on the basis of that can the creation of a new entity be defined. That is the contribution that we make from Confiep,” said Bustamante.

However, he warned that if the creation of the Ministry of Infrastructure were to take place without first adjusting the procedures, the outcome would be “much worse” than today. He explained that when entities merge, there are intermediate learning processes, “but if these are not optimized, it becomes inefficient.”

He therefore strongly criticised the proposal to merge the Ministries of Production, Foreign Trade and Tourism, without first defining the objectives of the Executive.

“Once again, the same logic. Why? What is the aim? If it is to reduce the size of the State, that is fine. But Mincetur is a ministry that has not only been working well, but very well. A strong ally of foreign trade and the development of the country. Obviously, it causes us concern,” he concluded.
