The competitiveness of foreign trade improved during 2021 with the consolidation of procedures and digital services that expedited access to the international market for large companies, MSMEs and citizens, saving costs and time, reported the National Superintendency of Customs and Tax Administration (Sunat).
“The advancement of digital transformation in the customs field made it possible to further shorten merchandise release times, through the use of advance clearance, the elimination of physical documents and face-to-face procedures, reducing storage costs and facilitating the availability of merchandise. even from the same day they arrive in the country, ”said the entity.
Thus, in the case of imports, the Total Merchandise Release Time (TTLM), an indicator that measures the total dispatch process, from the arrival of the means of transport to the authorization of the release of the goods registered in the customs documentation, it was reduced from 59.7 hours at the end of 2020 to 36 hours as of last November; that is to say, a decrease of almost 40%.
On the other hand, the Total Time of Release of Final Export Merchandise (TTLME), a procedure that records the departure of goods by air and sea until the release is authorized, was optimized to reach only 1.2 hours; unlike 8.2 hours in 2020, which implies a reduction of 86%.
Sunat recalled that, until November, the sum of all import and export operations carried out amounted to more than US $ 94,000 million, an amount that far exceeds the results achieved in 2020 and 2019; and that it shows that Peruvian foreign trade is already above pre-pandemic levels.
Authorized Economic Operators
The increase to 254 certifications issued by Sunat to Authorized Economic Operators (AEO) allows accredited companies to carry out export and import activities more expeditiously and safely in the countries that are part of this program.
As of November of this year, these companies carried out foreign trade operations for US $ 27,950 million, which represent 29% of the total commercial movement carried out by our country.
In the case of exports, companies certified as AEO carried out operations for a value of US $ 15,476 million, which means 30% of the total exported from Peru in that period; while the OEA importers had a commercial movement of US $ 12,473 million, which amounts to 29% of total imports.
In October, Peru signed a new Mutual Recognition Agreement (MRA), this time with Guatemala, for companies certified as AEOs to carry out operations between both countries with the same facilities. This agreement is in addition to those we have with Korea, Uruguay, the United States, the Pacific Alliance countries (Chile, Mexico and Colombia), the Andean Community (Bolivia, Colombia, Ecuador) and Brazil.
Fast Delivery Shipments
Process improvement also benefited MSMEs and citizens. Thus, the new platform for Rapid Delivery Shipments (EER) allowed them to streamline and simplify the importation of products purchased in online shopping stores abroad, with procedures carried out in advance and without the need to carry out face-to-face procedures.
During this year, more than 1 million shipments of this nature were attended, with an average of 2 hours of release time since their arrival in the country. Until the month of November, products with a CIF value of US $ 212 million were imported, generating a collection of US $ 34 million and benefiting about 350,000 citizens and companies with this new process.
