Between 2019 and 2022, there was a growing increase in shipments of Chinese sneakers to the Peruvian market. National production registered average annual prices that did not allow it to cover its costs.
Following an ex officio investigation, Indecopi’s Dumping, Subsidies and Elimination of Non-Tariff Trade Barriers Commission (CDB) imposed definitive antidumping duties on imports of sneakers with textile uppers originating in China, for a period of five years.
It is important to remember that Dumping is a practice developed by companies that export a product at a price lower than that charged in their domestic market.
Considering that both Chinese and domestic sneakers are similar products, there was an increasing increase in shipments of Chinese sneakers to the Peruvian market, evidenced by the increase in the volume of imports, both in absolute terms and in relation to domestic consumption and national production.
In addition, it was found that National production recorded average annual prices that did not allow it to cover its costs; while the price of imported Chinese sneakers was below the cost of domestic production.
Thus, after assessing the damage to national production between 2019 and 2022 through the study of the Chinese companies Xiamen C&D Light Industry Co., Ltd. and Hefei Justgood Import and Export Co., Ltd., the decision was made to impose anti-dumping duties.
