The return of contributions from the defunct National Housing Fund (Fonavi) has provided significant financial relief to former taxpayers since the approval of the law facilitating these payments. In April the payment to the group of Refund 1but there are great expectations around the lists 21 and 22.
For this reason, La República interviewed Jorge Milla, a member of the Ad Hoc Commission representing the National Federation of Fonavistas and Pensioners Association of Peru (Fenaf Perú), to learn key data about these processes for the Fonavistas who are still waiting to receive their contributions.
Fonavi 2024: beneficiaries of list 21 and when it will be paid
Fonavi list 21 is intended for those Fonavistas who to date have not received any payment, due to the lack of accreditation of their contributions. Jorge Milla has detailed that the information to prepare this list comes from the ONP, from the Fonavistas themselves who provide data on their contributions or the period in which they worked and, finally, from the employers.
“The list 21 work is being done, and it will be paid around two months after Reimbursement 2, that is, it would be in October or, failing that, in November,” announced the also member of Fenaf Peru.
Who makes up Fonavi’s list 22?
List 22 of Fonavi It is also expected by many former taxpayers and will advance as the contributions of more Fonavistas are accredited.
“List 21 is made up, until the time of the registry cut-off, of the FONAVISTAS who managed to prove their contributions to FONAVI. Subsequently, the payment is made to these FONAVISTAS. However, it is expected that more FONAVISTAS continue to present information, and with these people, Group 22 will be formed later,” Milla explained.
Currently, around 700,000 Fonavistas are in the verification process to receive their contributions. “I don’t think that with group 21 we will cover those 700,000, it will still continue on list 22 and 23,” he added.

To find out if you are part of the group of Refund 1 and you can collect in June, follow these steps:
- Enter the Fonavi official website.
- Select option number 4: “Check HERE if you are part of the First Group, Refund – April 2024.”
- Choose the type of document you have (DNI, Voter’s Book, Police or Armed Forces card, Immigration card).
- If you use your DNI, select that option and enter your document number.
- Enter the security code and click ‘Consult’.
Fonavi 2024: differences between list 21 and Reintegration 1
The main difference between Reimbursement group 1 and list 21 lies in the inclusion criteria and payment status. Refund group 1 includes former taxpayers who have already received an advance and are 80 years old or older, while list 21 groups those who have verified their contributions but have not yet received any payment.
Jorge Milla highlighted that the preparation of list 21 is progressing in collaboration with the Technical secretary and the Ad Hoc Commission. The additional information provided by the ONP is helping to confirm the contributions of certain Fonavistas who have not yet been paid, which facilitates the creation of this list.
How to collect your Fonavi contributions at Banco de la Nación?
To withdraw Fonavi contributions, beneficiaries must go to the Banco de la Nación and present their physical ID. This requirement ensures correct identification and prevents possible fraud.
