Until 2021, the Peruvian government had decreed 12 holidays that benefit, to date, workers, public servants, students and citizens in general. However, in recent years four new anniversaries have been incorporated into the official calendar thanks to the approval of a series of regulations promoted by Congress.

Recently, the parliamentarian of the Magisterial Bloc, Elizabeth Medina, presented a legislative initiative that seeks to declare a new holiday on July 11 and in this way, grant a paid break to university professors in the national territory who work in both the public sector and private.

They present a project that declares a new holiday in July: what is it about?

Last Wednesday, June 12, the congresswoman of the Magisterial Bloc, Elizabeth Medina, submitted bill 8160/2023-CR to Parliament’s documentary process, which seeks officially declare July 11 as “University Teacher’s Day” with the purpose of granting a paid break for this sector of professionals.

“Declare July 11 of each year as “University Teacher’s Day”, which will be considered a non-working holiday for all university teachers within the national territory, whether in the public or private sector,” states article 2. of the proposal.

Regarding the remuneration that would correspond to teachers who work during the July 11 holiday, the bill establishes that they will have the right to a payment for the work performed, a 100% surcharge, as well as other rights referred to in the Legislative Decree 713.

Finally, the Ministry of Education and other related sectors are in charge of coordinating to carry out the organization of celebration and commemoration activities for said day.

Will there be a new holiday for University Teachers’ Day? This is the justification of the project

According to the explanatory memorandum of the bill presented by parliamentarian Elizabeth Medina, on February 19, 2009, University Teacher’s Day was made official through Resolution No. 234-2009 of the National Assembly of Rectors. This date was established to honor and recognize the work carried out by professionals from the country’s public and private universities.

By tradition in State study centers, teachers are usually honored with their corresponding suspension from work. However, this does not happen in the same way in private universities. For this reason, the legislative proposal seeks to equalize this right for all teachers, without distinction.

“This is not common in private universities, which, being focused on economic gain, seek to omit any type of rest for their workers. Added to this is that said day is only contained in a resolution and not in a specific law. , so some consider it an unofficial day,” says the justification of the rule.

It is worth mentioning that the legislative project has been referred to the Education Commission of Congress, a body that must discuss it and rule if it is approved by the majority of legislators. If so, the Parliament’s Board of Directors will decide whether to schedule it in a plenary session.
