The National Civil Service Authority (Servir) expressed its concern about the “serious repercussions” of the opinion recently approved by the Labor and Social Security Commission of the Congress of the Republic, which repeals legislative decree 1023 – which provides for the creation of this State entity-, as well as Law No. 30057, Civil Service Law.
According to Servir, the rule would hinder the implementation of a system internationally recognized by organizations such as the Inter-American Development Bank (IDB), which has described as fundamental to guarantee a public career based on merit in Peru.
Furthermore, the entity considers that its elimination would affect the efforts and achievements obtained so that Peru has public policies aimed at the modernization of the State, national competitiveness, integrity and the fight against corruption. In addition, it would delay Peru’s accession process to the Organization for Economic Cooperation and Development (OECD).
“It would imply the interruption of the right of public servants and citizens to participate in public competitions based on merit to occupy positions in the civil service, limiting their professional development and affecting the exercise of their right of access to public service under conditions of equality and under the principle of meritocracy,” Servir highlighted.
Among other aspects, Servir also considers that his departure from the board “would render void the current disciplinary regime in the Peruvian public administration”, affecting the ability to apply transparent and predictable disciplinary procedures when possible faults of public servants are detected in the exercise of their duties. its functions.
“For the above reasons, Servir urges all authorities to prioritize suitability and meritocracy in the civil service to guarantee the efficiency of the State, which translates into quality public services for all Peruvians,” the statement concludes.
