Today, April 11, the withdrawal of AFP in Peru was debated. With 97 votes in favor, 5 against and 5 abstentions, the optional disbursement of up to S/20,600, or its equivalent to 4 UIT, was authorized in the plenary session of Congress. In this legislative meeting, which began at 10:00 am, various parliamentarians expressed their position on this withdrawal of funds. In the plenary debate, Fuerza Popular tried to delay the approval through a counterproposal for pension reform, which was expected to advance in parallel with the retirement of the AFP 2024. AFP Retirement 2024: how did the debate develop?
The day began at noon, after the motion of censure against the Minister of Culture, Leslie Urteaga, was debated, which was unsuccessful. Minutes later, the debate began that sought to authorize the optional withdrawal of up to 4 UITs. After several exchanges and the intervention of the authors of these legislative projects, an interim room was declared. This recess was requested by Fuerza Popular parliamentarians, who tried to condition this proposal and add an additional item: the pension reform project. However, the previous question proposal was extended so that both topics are debated separately.
In this way, in the first vote, the approval of this disbursement was achieved, which is enabled for all citizens without additional requirements.
Along the same lines, Congress gave its approval to exempt the second vote for the withdrawal of the AFP. Consequently, this decision will be in the hands of the Executive, which will decide whether to observe or enact the measure.

What did the Minister of Economy say about a possible AFP withdrawal?
On the other hand, the Minister of Economy, José Arista, had already spoken previously about this measure and was emphatic in rejecting it. “Obviously, all withdrawals before the retirement deadline weaken the system, but the system also has aspects that must be improved; we have to enact laws that encourage that”he sentenced, days before, to the media.
