AFP withdrawal debate was frustrated in the Economy Commission: what were the reasons?

However, parliamentarians protested against addressing both issues jointly and César Revilla accepted the fourth interlude proposed by Congressman Jorge Montoya.

As soon as the eventful session of the Economy Commission ended in the auditorium of the Provincial Municipality of Chanchamayo, Congressman Segundo Montalvo criticized the suspension of the debate on the seventh AFP withdrawal. “The last item on the agenda has not been touched on. They propose a new AFP withdrawal formula of up to 4 UIT: who will be able to access it?

Unlike the previous proposal, which was presented on December 12 of last year, the opinion of the Economy Commission no longer includes a targeted withdrawal of up to 2 UIT. According to the thirteenth final complementary provision, Those who will have extraordinary access to the disbursement of funds of up to 4 UIT are those affiliates who do not have accreditation of contributions during the last six consecutive months until November 30, 2023.

“Affiliates of the Private Pension Fund Administration System who, until November 30, 2023, do not have accreditation of pension contributions to the individual capitalization account (CIC), for at least six consecutive months, are authorized in an extraordinary manner. to optionally withdraw up to four tax units (UIT) from the total funds accumulated in said account,” reads the opinion of the Commission chaired by César Revilla.

Likewise, it is indicated that this provision applies until the withdrawal is equivalent to 95% of what was contributed by the affiliate, specifying that the remaining 5% will be transferred directly to EsSalud by the corresponding AFP. To this, we must add that members who qualify to access the Early Retirement Regime for Unemployment (REJA) will not be able to request the disbursement of funds.

From April 1, 2020 to the current date, six withdrawals of funds from the Administrators of pension funds as a result of bills passed in Congress.
