After falling two percentage points in 2023, the Ministry of Economy and Finance (MEF) hopes to raise the tax pressure to at least 15.5% for the current year, in addition to limiting the exemptions promoted by Congress and expanding the base tax with greater restrictions on public spending.
In the presentation of the new superintendent of Sunat, Gerardo López, Minister José Arista said that he will seek to recover the “health of public accounts” and mitigate the 12.3% drop in collection in 2023.
Instead, Minister Arista’s investment promotion involves creating a “deputy superintendent” of Sunat in the vicinity of the Chancay Megaport – which gives it “autonomy” – and “urgently modernize” the Tax Court, which suffered delays of up to four years in resolving disputes with taxpayers.
But the austerity of MEF It also aims to avoid incurring greater “spurious” expenses from the public sector. At this point, Arista criticized that the management of Rafael López Aliaga has “overindebted” the MML with a debt of S/4,000 million that could be assumed by the central government.
“It all adds up, regardless of who spends. I am here to ensure the proper use of taxes (…). We hope to recover one of the two lost points in 2023,” he highlighted.
Netflix and rich people in sight
In turn, Superintendent López said that the fight to attract taxpayers and adequately tax existing ones (what is known as expansion of the base) must be accompanied by “control over large flows of money” and the formation of large assets. “both internal and external.”
In this point, The head of Sunat assured that the ‘Netflix rate’ has the approval of the administration and they hope that it can be applied as soon as possibleas has been happening in countries in the region.
“We have the information and we are going to take advantage of it intensively. They are the large flows that do not pay taxes. In that context, we consider that the ‘Netflix rate’ is relevant for fair taxation and we have issued a favorable opinion,” he said.
Simplification for mypes without a clear direction
The previous proposal of MEF to simplify tax regimes will also be reviewed. Minister Arista maintained that information is being exchanged with the IMF to provide incentives to small and medium-sized companies.
Sunat has begun an intense formalization campaign in the main commercial emporiums of Lima and the interior of the country. Tax assistance was provided, updating the RUC of the taxpayers visited, among others.
The data
145% was the level of tax pressure in Peru in 2023. The average in the region is 23%, and in the OECD it reaches 34%.
