Gerardo López: who is the new superintendent of Sunat?

Gerardo Arturo López Gonzales is an economist from the Universidad Nacional Mayor de San Marcos and a master’s degree in Public Finance and Administration from the Institute of Fiscal Studies of Spain. In addition, he has postgraduate studies in tax management, tax law, administrative law and management skills.

He has 19 years of work experience at Sunat and is an official who has held various positions, including head of the Control and Closing Division, Compliance Control Manager, Regulatory Process Manager and National Mayor of Process Management. . Likewise, he has represented this entity in various international events that address topics such as tax audit and value added taxation, digital taxation and compliance risk management.

Recently, he was a speaker at the APEC Peru 2024 meeting, which took place in February of this year. As is public knowledge, Vera had been serving as head of Sunat since 2020, after the appointment of the then Minister of Economy, María Antonieta Alva, to complete the management of her predecessor (Claudia Suárez) and was then ratified in 2021 by the former head of the MEF, Pedro Francke.

Luis Vera Castillo resigned from the leadership of Sunat: what were the reasons?

On March 1, the former head of Sunat Luis Vera Castillo presented his resignation letter to the Minister of Economy, José Arista, after having served for more than 30 years in said entity. “During the entire critical period of the pandemic, and even in these difficult circumstances, we achieved important achievements such as the massification of the electronic receipt, the implementation of applications and digital tools to generate facilities for taxpayers and users, among others”wrote.

As recalled, the head of the MEF had confirmed in previous days the departure of Vera to “refresh” the Sunat and ensure that the new management focuses on expanding the tax base. “My diagnosis about Sunat, looking at the collection data and in my opinion, is that I cannot find justification for such a sharp drop in collection. So, evaluating the management a little, it has been seen necessary to refresh the National Superintendency of Tax Administration betting, evidently, on the expansion of the tax base,” he said during a press conference.

According to information from Sunat, between 2021 and 2023, tax revenues reached S/148,000 million, more than S/46,000 million compared to the period between 2017 and 2019, not counting 2020 due to the COVID pandemic. -19.
