The new Minister of Economy, José Arista, declared in an interview on RPP that a possible withdrawal of the Pension Fund Administrators (AFP) “would affect the economy in general”, which has not yet recovered from the biggest fall in 31 years, according to official data from the National Institute of Statistics and Informatics (INEI).

“It is a bad decision by Congress to insist on more withdrawals, because of 10 pensioners, eight no longer have savings for retirement. This not only affects the pensioner, but also the capital market, the development of bonds in the Peruvian market. It has many sides in which it affects. There is no longer a need for that.”he explained.

As is public knowledge, Arista already held this position as head of the MEF during the short term of Manuel Merino in 2020. During that period, he approved a bill that extraordinary authorized AFP members to make a withdrawal of up to 4 UIT, which were equivalent to S/17,200 in that year.

In response to the recurring requests from congressmen from various parliamentary groups to prioritize the debate and approval of the seventh withdrawal of the AFP in the Economy Commission, César Revilla indicated that there is a broad consensus among the benches to give the green light to the reform of pensions, which could include a retirement project of up to 4 UIT, equivalent to S/20,600.

“We have no problem with it being four [UIT]. The MEF said that we are coming out of the recession. We could give the withdrawal and it will be put to the consideration of colleagues. The Economy Commission, chaired by Revilla, had prepared a prediction proposal until the close of the ordinary legislature for the 2023-2024 period, which incorporated an extraordinary disbursement of up to S/10,300 (2 UIT) from the AFP for those members who did not register contributions in the last six months. However, this would be expanded to 4 ITUs and could be debated in the first session of said parliamentary working group, in March.

AFP withdrawal: how many have been approved so far?

From April 1, 2020 to the present, six withdrawals of AFP funds were made due to the bills that were approved in Congress and that sought to confront the impacts of the pandemic on our country’s economy.

The first of them established the withdrawal of up to S/2,000 in 2020, while the second allowed the release of 25% of the funds and provided for a maximum amount of 3 UIT in that same year. Likewise, on April 13, 2020, a new disbursement of S/2,000 was authorized for workers laid off due to the perfect suspension and, on November 18 of that year, members could withdraw up to 4 UIT from their funds.

Finally, in May 2021, a release of AFP of up to S/17,600 and, in 2022, the approved amount was up to S/18,400.
