Fonavi: keys to the new contribution refunds

After the pandemic, the Government resumed the return of contributions to Fonavi. The retirees ask the Minister of Economy, José Arista, to comply with giving them a supplementary credit for S/3,300 million for Fonavi payments, since in the 2024 Public Budget they were not given a single sol. The total to be returned is S/6,000 million and there is only a fund of S/2,300 million.

Who gets paid? How do I know if it applies to me?

Currently, there are 20 lists for returning contributions to Fonavi. The Ad Hoc Commission has counted approximately 1 million 200,000 beneficiaries: 1 million 84,000 between lists 1 to 19 and 71,000 from list 20 —including relatives—.

Interested parties must register on the website of the Fonavi Technical Secretariat, where they will register the F1 Labor History form, which has the character of a sworn statement and allows supporting the background of the potential Fonavi. Once sent, as the days go by you will be able, in the same digital portal, to review the registration status.

The Fonavi line 640-8655 is helpful.

Can I dispute if they gave me a very low amount?

When the return of contributions from list 20 was authorized, the cases of older adults who received between S/46 and S/6,000 transcended. The Ad Hoc Commission recalls that the nature of the payment, for those who received a ridiculous amount, is on account. The working group strives to develop a new delivery period as soon as possible.

The Certificate of Recognition and Rights of Fonavista (Cerad) has already been enabled, which will reflect the total value of the contributions or only an advance figure, according to Luis Luzuriaga, president of the Ad Hoc Commission. If it is observed that Fonavi omitted information, it may be challenged.

Do I lose my money if I didn’t get paid even though it was my turn?

No. If you were selected to have part of your contributions refunded and you did not come on time, you can collect it any day, just with your ID, regardless of the list to which you belong. “There is no problem. Those who for various reasons cannot be paid (when the schedule came out) can go in January or February. That money is not going to be lost,” Eduardo Gaytán, head of the Orientation and Registration Subunit of the Technical Secretariat, mentioned at the end of December.

Will there be a new delivery of money?

This week, the Ad Hoc Commission will meet, and according to its head, Luis Luzuriaga, they will insist that a new payment be started – in the form of a refund – from March 15.

He warns that the Presidency of the Council of Ministers – with a majority in the working group – wants to limit the payment to holders over 80 years of age; Meanwhile, the Fonavistas ask that the criterion of giving priority to those over 60 years of age, those who suffer from an illness or have a disability, as well as their relatives, be respected.

Are there Fonavistas exempt from payment?

The Constitutional Court, through ruling 016-2021, referring to the lawsuit filed by the Executive against Law 31173, excludes from the return of contributions the borrowers of the Materials Bank, who live in places where sanitation works and electrification. And, with the high presence of PCM members in the Ad Hoc Commission, the outlook for the more than 370,000 former taxpayers is not auspicious despite having honored their debts with BanMat.

Luzuriaga questions the ruling, since a canceled loan should not be interpreted with a refund of contributions, which is the former worker’s money.
