Sylvia Marcela Reinoso Esparza is the new CEO of Petroecuador. Reinoso, who was the Deputy Minister of Hydrocarbons, was appointed this afternoon by the company’s Board of Directors, which consists of EMCO President Jorge Benavides, Energy Minister Andrea Arrobo and a representative of Senplades.
The official replaces Eduardo Miranda Patiño, who in turn replaced the last manager from the Guillermo Lasso era, Reinaldo Armijos. Miranda Patiño lasted a few days in her position before resigning, but did not leave her position while she waited for the Board of Directors to meet and analyze the proposed shortlist.
Reinoso is a mechanical engineer from the National Polytechnic School and has two master’s degrees: the first in hydrocarbon research and production at the High Institute of Energy, and the second in social sciences with a specialization in energy management at the Latin American Faculty of Social Sciences.
In the private sector, she worked as a production engineer at Repsol, overseeing production and injection wells for block 16, now in the hands of Petroecuador.
The completely new official was an international consultant for energy, public policy design, international cooperation, capacity development and hydrocarbons.
In addition, he participated in projects for the use of accompanying gas in the production of electricity and in technological innovation initiatives for the optimization of production and injection wells. Additionally, in 2016 he collaborated with the IDB in developing the first national energy efficiency plan for the hydrocarbon sector.
In 2023, he worked as an international energy expert for Olade, contributing to the formulation of oil and gas energy security policies and strategies.
The new manager will represent Petroecuador in legal, judicial and extrajudicial proceedings and must perform her duties in accordance with the Constitution and the Law on Public Enterprises, protecting the interests of the public enterprise, EMCO said in a statement.
On this topic, Darío Dávalos, an expert on energy issues, believes that the new manager has several challenges ahead of him:
