The Basque Government and the provincial councils plan to reconfigure the model of aid for dependent children and increase its amount from 2023, although the age until which these contributions would be maintained nor the exact amount of the same has not yet been determined.
In addition, and within the framework of the fight against the negative trend in the birth rate and in the age of emancipation, an interest-free loan program will be promoted for entrepreneurship, training or housing projects for young people.
These measures are included in the draft of the ‘Basque strategy 2030 for the demographic challenge’, presented this Wednesday in Vitoria-Gasteiz by the Secretary General for Social Transition and the 2030 Agenda of the Basque Government, Jonan Fernández.
Among the novelties contemplated in the drafts, four proposals are included. The first one is the reconfiguration of the child support model and the increase in its amount.
In this sense, an aid is proposed that reconfigures, unifies and increases the stimuli that families receive with a perspective of progression, from 2023 to 2030. Is in study age until the aid would be maintained, its quantification, financing and regulatory criteria. All this, with the aim of its start-up in 2023.
Another proposal is to create a long-term repayment and interest-free loan program for entrepreneurship, training or housing projects for young people. In the case of projects in rural areas, a part of the loan will have the character of non-repayable grant.
The age period that would cover the program, its quantification and regulation. In any case, the first four years, the program would be open until the budget is exhausted. This forecast will allow evaluating its impact and adjusting its future dimensioning.
The Government and the councils also intend to articulate the budgetary resources necessary to guarantee the free nursery schools for 0-2 years as a measure to reinforce the conciliation.
