At the last session of the analysis and preparation of the second discussion report of the Economic Efficiency and Employment Emergency Project, the Committee for Economic Development incorporated a 150% income tax deduction for donations of equipment and consumables made in favor of the National Security Police.
The text was proposed by the president of the table, Valentina Centeno, who represents the Government bloc in that committee, and she explained it by pointing out that “everyone knows what is the priority for the country at this moment and whether this rule can contribute to something related to security for equipping the National police, it would be a good opportunity.”

The text embedded in the urgent draft sent by the Executive is as follows: “Within the deductions from Article 10 of the Organic Law of the Tax Regime, include the following: donations of equipment and supplies by all domestic natural and legal persons or international contributions to the National Police under its institutional missions of internal protection and maintenance of public order and security of citizens will be deducted from the donor’s income tax. The deduction may not exceed a percentage of the donor’s gross income in the relevant tax year.
For this benefit to be applicable, the equipment or supplies must be new or in optimal condition for use; They must comply with the standards and technical specifications established by the National Police.
Donations must be registered with the tax authorities and the National Police, and a verification mechanism will be established to ensure compliance with established requirements.”
According to the pro-government lawmaker, this will improve the operational capability of the National Police, encourage community participation in security and somewhat reduce the state’s budget burden through this tax break, and also update the country’s security technology and efficiency.
