These figures were revealed during his appearance before the National Assembly’s Oversight Commission, which has launched an investigation into the electricity crisis and is seeking to establish political responsibility of officials for the blackouts.

According to information disclosed by Comptroller Torres, the main aspects analyzed in 99 special examinations relate to the processes of contracting goods and services, contracting processes of works, compliance with recommendations, human talent management, administrative and financial management. , administrative and financial operations, management and use of the vehicle fleet, subsidies and management audit.

The control body stated that 21 general reports have been submitted to the strategic public company Corporación Eléctrica del Ecuador (Celec EP), of which 8 are reports with indications of criminal liability and 7 are pending.

For the Strategic Public Electric Company Corporación Nacional de Electricidad (CNEL), 44 general reports were made, 23 reports with indications of criminal responsibility; and 7 actions in implementation.

As for the National Electricity Operator (Cenace), there is an approved report.

At the Inspection desk, the names of officials who would have reports on indications of criminal responsibility were requested, but the supervisory body indicated that this information was forwarded to the State Attorney’s Office and that it is in the investigation phase, therefore a report is in progress. .

By 2024, the Office of the Chief State Comptroller, through external and internal control units, plans to implement 52 control actions in the power sector according to CNEL, CELEC EP, Ministry of Energy and Mining, Cotopaxi Electric Company, Agency for Regulation and Control of Energy and Non-Renewable Natural Resources resources, to the electric companies of Quito, Cotopaxi, Ambato, Galapagos, Loja, Chimborazo and Imbabura.

Mauricio Torres Maldonado also announced that the Supervisory Office will conduct a review of the master plan related to electricity generation to determine what has been done to cover the demand for electricity services; He also said that the process of buying electricity from Colombia, which was carried out during the dry season in Ecuador for the period from January 1, 2023 to December 31, 2023, will be examined in particular, practically on the last contracts. existed.
